Mr. Arun Goyal is a 1985 batch retired officer of the Indian Administrative Service. He has served as Member of the Central Electricity Regulatory Commission (CERC) and Secretary to the Government of India. As a Member of CERC, he played a pivotal role in framing key regulations such as the Grid Code, Tariff Regulations, General Network Access Regulations, and Power Market Regulations, and adjudicated over 2,200 petitions during his tenure.
With four decades of experience in government service, he has worked across diverse domains including power, finance, commerce, and regulatory affairs. He has made notable contributions to several major national reforms, such as stabilizing power reforms in Delhi, implementing the Goods and Services Tax (GST), establishing India’s Financial Intelligence Unit, and facilitating India’s transition from GATT to WTO.
He holds a degree in Electrical Engineering from Delhi College of Engineering, University of Delhi, and an MBA (PGDM) from the Indian Institute of Management, Ahmedabad. He also holds an MA in Economics from Himachal Pradesh University and an MSc in Development Management from Glasgow Caledonian University, UK.
