Shri Vikas Chandra Agarwal has more than 34 years of experience in Distribution and Transmission of electricity. Working as Director, Distribution in UP Electricity Regulatory Commission for last 14 years, he oversees all policy, procedure, operational and regulatory aspects of Distribution and Transmission. He has played instrumental framing of Regulations related to Electricity Distribution and Transmission such as Electricity Supply Code, Standards of Performance, DSM, Open Access, Grid Code, RPO, Mini-Grid, Merit Order Despatch, CGRF & Ombudsman and Connectivity Regulations. He has also assisted the State Commission in Tariff determination, Approval of Power Purchase, framing of Regulations and assisted technical & adjudication matters

He did his B Tech from IIT, BHU, Varanasi in the year 1987. Further he completed his MBA and LLB. He is also a certified Energy Auditor.
